This is a slide with a cross section of human hair follicles. Compared to the other slide this one has a less natural more purple color because of the stain that was used.

Human hair follices are found in skin over most of the body, including places where the hair is so fine that it is not visible to the unaided eye.

This section is from the lower levels of human skin, the subcutaneous and dermis not outer most, visible layer, which is also known as the epidermis.
